SIL Loop R 1.1: adopted rules carry over to the next session

Promotes rules to a monitored block in AGENTS.md and flags when it is outdated or a rule leaks.

SIL Loop R 1.1 is a local kit with terminal commands, a skill, and file templates for recording failures and turning lessons into proposed rules. Each proposal is linked to the incident that prompted it, with evidence to support review. The kit uses Python and makes no API calls.

For people who use coding agents, approved rules can now carry over to the next session in a marked block in AGENTS.md. The promote command shows the changes and can write the block without changing the rest of the file. The check command warns if the block is missing, outdated, or corrupted. No proposal becomes a permanent rule without an explicit decision.

To get started, the demo uses a temporary project and clearly identified sample records; Python 3.10+ and Git are enough. Then you can choose a project to track and create its local storage. Treat deadlines and warnings as prompts to review: a person decides whether to keep, change, or remove each rule, and a check with no pending items does not guarantee that the rules are correct.
